The video, which first appeared online, shows the dog owner dragging the pooch along a pavement by its lead while talking on a mobile.

Another young person is walking beside her and seems to do nothing to prevent the young woman.

The footage was caught via a security camera in a terraced street and had been viewed over 10,000 times on Facebook and circulated on Twitter.

The footage was also shared by Keighley Cat Care, and has been removed.

Many local residents have called for ‘naming and shaming’ whilst some local councillors have urged people to identify the person and report her to the authorities.

According to the Bradford Council, dog-fouling incidents can be reported online, but complainants have to provide the name and address of the dog owner.
